Then applying affirmative work to different people depending on the state and city. For example, lets look at calcium and Colorado. Californias majority population is Blacks, Hispanics, and Asians. Their minority is the whites. In Colorado, its vice-versa. The majority is the whites and the minority is Blacks, Hispanics and Asians. So in California affirmative carry through should be towards the whites and in Colorado towards Blacks, Hispanics and Asians. So you apprehend the contrast amidst two states.
